The UK and Ukraine sign a security cooperation agreement

The UK and Ukraine’s authorities signed a bilateral “Agreement on Security Cooperation,” which primarily concentrates on defense and security cooperation, emphasizing intelligence and security collaboration.

Both nations commit to working together to detect, deter, and disrupt Russian conventional aggression, espionage, and hybrid warfare. The focus extends to enhancing cyber resilience, securing IT infrastructure, and supporting the modernization and reform of Ukraine's security and intelligence architecture.

Key provisions of the agreement include:

  • Intelligence and Security Cooperation: The participants pledge to share intelligence and cooperate on cybersecurity issues to counter Russian cyber threats effectively.

  • Deterrence of Cyber Operations: The agreement recognizes the need to detect, disrupt, and deter malicious cyber operations, particularly by Russia and other hostile actors.

  • Critical Infrastructure Protection: Both nations commit to developing Ukraine's capabilities to defend against and respond to threats to critical infrastructure, including providing technological solutions and international technical assistance.

  • Joint Protocol for Cybersecurity: The agreement outlines the implementation of a joint protocol to deter and respond to cyberattacks by Russia, its satellites, and pro-Russian hacker groups.

In addition to military and cybersecurity cooperation, the agreement addresses information security, combating propaganda, and countering Russian disinformation globally. The participants acknowledge the ongoing manipulation of information by the Russian Federation and commit to supporting each other's efforts to counter such propaganda.

Specifically, the agreement outlines collaborative efforts to improve Ukraine's capabilities to counter information security threats, work with like-minded partners to communicate effectively on an international level, coordinate on countering disinformation, and promote joint educational programs for information security professionals.

Additionally, UK Prime Minister Rishi Sunak, during his visit to Ukraine, announced a substantial boost in military aid, revealing that the UK would contribute £2.5 billion to Ukraine in the 2024/25 financial year, an increase of £200 million compared to the previous two years. The additional funds are set to bolster Ukraine's capabilities in the face of evolving security challenges.
